Richard F. Stokes served as a judge on the New Castle County Superior Court in Delaware from March 23, 1999, until his retirement on January 31, 2021. Prior to that, he was the Resident Judge of the Court of Common Pleas from 1996 to 1999 and a legal advisor with the rank of Captain in the United States Air Force from 1971 to 1975. He began his legal career as a Superior Court law clerk in 1970 and later became a Managing Partner at Tunnell and Raysor, P.A. Stokes earned his Bachelor of Arts from Colgate University in 1967 and his Juris Doctor from Duke University School of Law in 1970. He was admitted to the Delaware Bar and has received numerous awards, including the United States Air Force Commendation Medal and recognition for professional trial representation. Stokes has also served on several professional boards, such as the Delaware Board of Professional Responsibility, the Board of Bar Examiners, and the Delaware Insurance Authority.
