<p>Matthews attended the College of Marin from 1976 to 1977. He received a bachelor's degree from the University of California at Berkeley in 1982, and a <a href="/J.D." class="mw-redirect" title="J.D.">J.D.</a> from the Northwestern School of Law at Lewis &amp; Clark College in 1985.<sup id="cite_ref-2" class="reference"><a href="#cite_note-2">[2]</a></sup>
</p>

<p>At the time of his appointment, Matthews had practiced law for 32 years. He was a co-founder of Matthews &amp; Zahare, where he worked on civil litigation from 1994 to 2018.<sup id="cite_ref-appt_1-1" class="reference"><a href="#cite_note-appt-1">[1]</a></sup>
