Hon. Joy Bartscher

Joy D. Bartscher has served as a judge on the Minnesota 2nd District Court Position 7 since her appointment in 2012, with her current term set to expire in January 2027. She earned a Bachelor of Arts in social work and Spanish from the College of Saint Catherine in 1982 and a Juris Doctor from William Mitchell College of Law in 1986. Prior to her judicial appointment, Bartscher worked as an associate attorney at Rogosheske, Sieben & Atkins, P.L.C., handling cases in criminal defense, personal injury, and family law. She also served in the Minnesota Air National Guard from 1968 to 1974. Bartscher has been re-elected unopposed in 2014 and 2020, underscoring her respected standing in the Minnesota legal community.
