<p>Bloch graduated from Cornell University with a degree in industrial and labor relations. He received his <a href="/J.D." class="mw-redirect" title="J.D.">J.D.</a> from the University of Oregon School of Law.<sup id="cite_ref-pro_1-0" class="reference"><a href="#cite_note-pro-1">[1]</a></sup><sup id="cite_ref-2" class="reference"><a href="#cite_note-2">[2]</a></sup>
</p><p>After graduating law school, Bloch worked as an attorney in private practice focused on medical malpractice. After that, he served as an assistant attorney general in the Special Litigation Unit of the Oregon Department of Justice. He then served a representative to the Northwest Power Planning Council prior to taking the bench in 2003.<sup id="cite_ref-pro_1-1" class="reference"><a href="#cite_note-pro-1">[1]</a></sup>
