Hon. Keith R. Raines

Keith R. Raines is a seasoned jurist who has served as a judge on the Washington County Circuit Court in Oregon since 2001, with a re-election in 2014 for a term expiring in 2021. Prior to his judicial tenure, he co-founded and directed the St. Andrew/St. Matthew Legal Clinic from 1979 to 2001, and practiced privately from 1976 to 1979. He also served as a pro tem judge on the same court from 2000 to 2001. Raines earned a B.A. in economics from Lewis & Clark College in 1968 and a J.D. from Lewis & Clark School of Law in 1972, establishing a strong foundation in legal education and practice.
