Hon. Frances Elaine Burge

Frances E. Burge is a seasoned jurist serving as the Position 4 judge on the Douglas County Circuit Court in Oregon, a role she has held since her appointment by Governor Ted Kulongoski in 2009. A graduate of the University of California, Davis (B.A. in sociology and criminal justice, 1982) and Willamette University College of Law (J.D., 1998), Burge was admitted to the Oregon State Bar in 1999. She began her legal career as a judicial clerk for Judge Charles E. Luukinen of the Polk County Circuit Court before serving as a deputy district attorney in the Douglas County District Attorney’s Office from 1999 to 2009. In 2009 she was appointed to the Douglas County Circuit Court, where she was elected to a full term in 2010 and re-elected unopposed in 2016. Her career reflects a strong commitment to public service and the administration of justice in Oregon.
