<p>Radtke earned his bachelor's degree in criminal justice from the University of Wisconsin-Eau Claire. He later received his <a href="/J.D." class="mw-redirect" title="J.D.">J.D.</a> from William Mitchell College of Law. Radtke became the corporation counsel for <a href="/Trempealeau_County,_Wisconsin" title="Trempealeau County, Wisconsin">Trempealeau County</a> in 2010.<sup id="cite_ref-1" class="reference"><a href="#cite_note-1">[1]</a></sup>

Forty-eight circuit court seats were up for election on April 4, 2017. Three seats required primaries on February 21, 2017, with the top two vote recipients for each seat advancing to the April 4 general election. <p><b>UPHOLD THE LAW</b><br>
It is my belief that a judge is bound to uphold the law as written. Too often, judges take liberty to bend or ignore the law to achieve a certain outcome. Taking such action would negate the separation of powers that our great nation is built upon. As judge, I will apply the law as written in order to maintain a fair and trustworthy judiciary.
</p><p><b>COMMITMENT TO FAIRNESS</b><br>
In order to earn a reputation of fairness, one must actually be fair. Throughout my legal career, I have gained a reputation for being tough, but fair. Fairness, which is fundamental to the judicial system, includes an appropriate balance of retribution and mercy.
</p><p><b>IMPARTIAL AND INDEPENDENT</b><br>
To maintain trust and faith in the legal system, the court must be impartial. In an effort to remain independent of outside influences, I am not accepting monetary campaign contributions from anyone who could come before the court. The public can be assured that, as judge, I will be impartial and not beholden to any one person’s influence.
</p><p><b>HOLD PEOPLE ACCOUNTABLE</b><br>
Actions have consequences, and I believe that individuals should own the consequences of such actions. It is important to the judicial system, and society at large, to hold individuals accountable.
</p><p><b>RESPECT FOR ALL</b><br>
Each and every person appearing before the court deserves to be respected. As an attorney, I have always treated everyone with respect, whether they be adversaries or unrepresented persons. As judge, I will give the due respect to each litigant, knowing that, to the parties before the court, their case is the most important case in the world.
</p><p><b>ATTENTION TO DETAIL</b><br>
A county board member once told me, in a complimentary manner, 'Rian, you are so thorough that you could find a flyspeck in a pepper shaker.' When giving legal advice, I make sure I understand all details of a situation before providing advice. As judge, I will be no different.
