Hon. F. William Cullins

F. William Cullins is a Kansas jurist who has served as the chief judge of the Fourteenth Judicial District since his appointment by Governor Kathleen Sebelius in 2006. He became chief judge in January 2015 following the retirement of Chief Judge Roger Gossard. In February 2021, the Kansas Supreme Court suspended him for one year after finding that he had violated the Kansas Code of Judicial Conduct. Prior to his judicial service, Cullins worked as the prosecutor for the City of Coffeyville, in private practice, and as both Montgomery County attorney and assistant Montgomery County attorney. He earned his undergraduate degree from Emporia State University and his J.D. from the University of Oklahoma. Cullins has been re-elected to the district court in 2010 and 2014, running unopposed in both the Republican primary and the general election.
