Appellant's initial brief fails to comply with Supreme Court Rule 84.04 regarding appellate briefs in at least the following ways: (1) fails to follow the format of appellate briefs, including a detailed table of cases and authorities cited within the brief and table of contents listing each required section with page references under Rule 84.04(a); (2) fails to contain a jurisdictional statement that complies with Rule 84.04(b); (3) fails to contain a fair and concise statement of facts relevant to the questions presented in the appeal with citation to specific page references to the record on appeal, Rule 84.04(c); (4) fails to provide points relied on that specifically identify the ruling or action of the administrative agency being challenged, the legal reasons for the appellant's claim of reversible error, and why, in the context of the case, those legal reasons support the claim of reversible error without consolidating multiple, independent claims into one point relied on, and with citation to all authorities, not to exceed four, immediately following, Rule 84.04(d)(2) & (5); (5) fails to contain arguments corresponding to each point relied on with a concise statement describing both whether the error was preserved for appellate review and the applicable standard of review and also reference to legal authority and specific page references to the record on appeal to support the argument, Rule 84.04(e); (6) fails to contain a certificate of compliance and certificate of service on the opposing party under Rule 84.06; and 2 (7) fails to separately file, with its own table of contents, an appendix that complies with Rule 84.04(h) and Local Rule 365. We must hold pro se appellants to the same standards as attorneys and all appellants must comply with the Supreme Court Rules governing the contents of appellate briefs. Covington v. Better Business Bureau, 253 S.W.3d 95,97 (Mo. App. E.D. 2008); see also Lexow v. Boeing Co., 643 S.W.3d 501, 505 (Mo. banc 2022). A brief that substantially fails to comply with Rule 84.04 is inadequate and the appeal must be dismissed. Id.
