About Billy Billy Carter was born and raised in Madisonville, Texas and graduated from Madisonville High School in 1964. He attended Lon Morris Junior College on a basketball scholarship. After graduating from Lon Morris in 1966, he attended Rice University on a basketball scholarship. While at Rice, he was on the Presidents Honor Roll and graduated from Rice University in 1969. He attended the University of Houston Law School and graduated in December of 1972. He took the State Bar Examine and made a grade of 85. In April of 1973, Billy was licensed to practice law and started his law practice in Madisonville. He was appointed and then elected County Judge of Madison County and was judge from August of 1975 until December 31, 1978. He is married and has four sons: Clay and Grant, who graduated from Texas A&M; Foster, who graduated from the University of Houston; and Jackson, who is attending Blinn and intends to transfer to A&M. Jeanne, Billys wife, is an adjunct professor at A&M. He enjoys being with his family, reading history, playing the piano, tending his roses, writing, traveling in New Mexico, and watching old movies and sports.
